2020 Unit Recharter Process


Welcome to the Connecticut Yankee Council unit recharter instructions. This guide will walk you through this annual process to ensure that common errors are avoided. PLEASE read these instructions completely. This will help you avoid mistakes that will cost you time and energy.

  The annual Internet Charter Renewal application will be submitted electronically at a National BSA Internet Rechartering website using the same code-accessed gateway at the Connecticut Yankee Council (CYC) website as in prior years: National Rechartering Quick LinkYou must log-in as a FIRST TIME USER, even if you have done this in previous years.

2020 Recharter Fees

Youth Members:

  • National Registration Fee:                            $60.00 (increase of $27 from 2019)
  • Council Operations Fee:                               $24.00
  • Insurance Fee:                                              $12.00  (increase of $7 from 2019)
  • Boys’ Life subscription (optional):              $12.00

Adult Members:

  • National Registration Fee:                             $36.00  (increase of $3 from 2019)
  • Council Operations Fee*:                              $12.00
    *There is no Operations Fee for College Scouter Reserve
  • Insurance Fee:                                              $12.00 (increase of $7 from 2019)
  • Boys’ Life subscription (optional):                 $12.00

National Unit Liability Fee:                                   $60.00

On-line payments for recharter are strongly discouraged as no refunds can be given for credit card payments made through the National On-Recharter page.

The unit access code will be sent to the Unit Leader, Committee Chairman, and Charter Organization Representative by email once the fees for 2020 have been determined by National BSA.

BSA Adult and Youth applications for all new members must be submitted to the Council office at least ONE WEEK prior to accessing National BSA’s online Recharter Program.  Adult applications MUST include the new signed Additional Disclosures & Background Check Authorization form as well as proof of Youth Protection Training and Position Specific training. Youth Protection Training (YPT) and course completion certificates are available online at //my.scouting.org

Connecticut Yankee Council requires that all reregistering adult leaders complete Youth Protection Training annually, which means all applicants must have completed Youth Protection Training AFTER January 1, 2019, and prior to submitting a completed online Charter Renewal application.  In addition, all registered adults are required to be trained for the position in which they are registered or they will be dropped from the charter.

  • Look up your training status by logging in at //my.scouting.org
  • Present to the Council office your training certificate or valid document that shows you completed the training for your specific leadership position.

Online submission of your Charter Renewal application must be completed by November 23, 2019.  You can attend any of the following Recharter locations to submit and pay for your charter:

  • Powahay
    November 16, 8:30 a.m. until 12:00 noon
    Scofield Magnet Middle School
    641 Scofieldtown Rd., Stamford
  • Scatacook
    November 23, 8:30 a.m. until 12:00 noon
    Hoyt Scout Reservation
    3 Marchant Road, Redding
  • Pomperaug
    November 16, 9:00 a.m. until 11:30 a.m.
    First Presbyterian Church
    2475 Easton Turnpike, Fairfield
  • Quinnipiac
    November 23, 9:00 a.m. until 1:00 p.m.

Important Information

  • The BSA has posted a helpful tutorial at the official Internet Rechartering page, accessible from the CYC website. The page includes a link to a help page and a Membership Applications page.
  • The role of Charter Organization Representative is an important one and should not be changed without due cause. If the unit feels that the person in this role should be changed, please consult with your District Commissioner or District Executive prior to making this change.
  • Please be sure to review your charter renewal application with your Chartered Organization Representative PRIOR to submitting it on-line and confirm whether you are allowed to submit on their behalf or if they prefer a printed copy for their review and signature.
  • Have a second knowledgeable leader review your final roster before submitting to Council.  You will be charged for all youth and adults submitted on your roster.
  • There will be an opportunity at or near the end of the Internet Rechartering program to check a box if you wish to authorize CYC to charge your unit account for your Charter Renewal fees. Please make sure your unit has sufficient funds on deposit if you plan to utilize this payment.  Please DO NOT pay for your recharter on-line through the National recharter system.  The National recharter application does not include all fees due at recharter and you will be charged a 3 percent surcharge.  Please pay by check, credit card, or through your unit account.
  • Staff will be on hand at the October and November Roundtable meetings as well as Recharter Day, November 23, to schedule Friends of Scouting visits to all units, schedule OA elections, to accept Journey to Excellence forms, and to help with the electronic Internet Charter Renewal program. OA elections may also be scheduled online.

Recharter is first and foremost about the youth and adults in your unit. It is our shared responsibility to ensure that everyone who believes that they are registered in the Boy Scouts of America are registered in the correct unit. All of the information collected during this process is vital to ensuring that the Council and our volunteers can serve your unit during the coming year.

IMPORTANT – All youth and adult registrations for new youth must be submitted to the Council Resource Center in the month that the individuals join. Please send all applications to the Council Resource Center with appropriate registration fees prior to logging in and starting charter renewal. This will allow us to process your registrations and have them appear on your internet recharter roster when you load it.
